Benefits THE FAMILIES FIRST CORONAVIRUS RESPONSE ACT (FFCRA)
The Families First Coronavirus Response Act (FF- CRA or Act) requires certain employers to provide their employees with paid sick leave and expanded fa- mily and medical leave for specified reasons related to COVID-19. The following is a brief overview about these benefits. EFFECTIVE DATES These provisions will apply from April 1, 2020 throu- gh December 31, 2020. QUALIFYING REASONS FOR LEAVE An employee is entitled to take leave related to CO- VID-19 if the employee is unable to work, including unable to telework, because: 1. The employee is subject to a federal, state, or lo- cal quarantine or isolation order related to COVID-19 2. The employee has been advised by a health care provider to self-quarantine due to concerns related to COVID-19 3. The employee is experiencing symptoms of COVID-19 and is seeking a medical diagnosis 4. The employee is caring for an individual who is sub- ject to quarantine or isolation or advised to self-qua- rantine by a health care provider due to concerns rela- ted to COVID-19
Emergency Paid Sick Leave Act The paid sick leave pays up to two weeks (80 hours, or a part-time employee’s two-week equivalent) of paid sick leave based on the higher of your regular rate of pay, or the applicable state or Federal minimum wage paid at: • 100% for qualifying reasons #1-3, up to $511 daily and $5,110 total aggregate • 2/3 for qualifying reasons #4-6, up to $200 daily and $2,000 total aggregate Emergency & Family & Medical Leave Expansion Act You may be eligible for both types of leave, but only for a total of twelve weeks of paid leave. You may take both paid sick leave and expanded family and medical leave to care for your child whose school or place of care is closed, or child care provider is una- vailable, and you are unable to work or telework due to COVID-19 related reasons. The Emergency Paid Sick Leave Act provides for an initial two weeks of paid leave. This period thus covers the first ten wor - kdays of expanded family and medical leave, which are otherwise unpaid under the Emergency and Family Medical Leave Expansion Act. An employee is eligi - ble for leave for the number of hours that the emplo- yee is normally scheduled to work over that period. You will receive:

The employee is experiencing subs- tantially similar conditions as speci- fied by the Secretary of Health and Human Services, in consultation with the Secretaries of Labor and Treasury. PAID LEAVE ENTITLEMENTS These leaves are separate from the cu- rrent leave policies the EAA has in pla- ce.
If you are experiencing one of these qualifying reasons, please contact your immediate supervi- sor or Raquel Garza as soon as possible. Human Resources will need to ensure the EAA is compl- ying with these new pro- visions provided by the FFCRA.

TCDRS While concerns over COVID-19 have sent the stock market tumbling, remember that your TCDRS portfolio was designed to handle swings in the financial markets. In fact, your retirement savings with TCDRS are not affected in any way by COVID-19. Your account will keep earning 7% compound interest in 2020 and in the years to come. However, due to COVID-19, TCDRS is no longer conducting walk-in counseling sessions and is limiting all staff non-essential travel through May - this includes the retirement presentation originally scheduled at the EAA. If you would like to reach out to TCDRS, representatives are still available remotely. You may contact TCDRS Member Services at 800-823-7782. A representative can provide services including online counseling. As soon as the EAA is able, we will schedule another on-site visit with a TCDRS representative. • who experiences adverse financial consequences as a result of being quarantined, furloughed, or laid off; having work hours reduced; being unable to work due to lack of child care due to COVID-19; or closing or reducing hours of a business owned or operated by the individual due to COVID-19. Note: Employees will be able to acknowledge that they meet one of the above qualifying criteria by completing a self-certification form provided by ICMA-RC. Coronavirus-Related Distribution (CRD) – applicable to a 401(a) Money Purchase plan: • Code Section 72(t), which applies an additional 10% tax on early withdrawals, is waived for withdrawals up to $100,000 across all retirement plans or IRAs for a qualified participant. • Those individuals may prorate the payment of applicable taxes on the income from the withdrawal over a three- year period. • The withdrawal amount may be paid tax-free back to the plan over the next three years. • Repayments of these withdrawals would not be subject to the retirement plan contribution limits. Note: A participant must meet the plan’s age requirements of 59 1/2 to receive an in-service withdrawal from their 401(a) Money Purchase Plan. Loan Suspension Available to Plan Participants: • Qualified participants may delay the due date for loan repayments due between March 27, 2020, and December 31, 2020, for up to one year and extend the maximum five-year repayment period accordingly. • Participants must request the option before payroll repayments are stopped. If you have any questions regarding any of our benefit plans, please reach out to Hilda Campos. We are currently working dilligently with ICMA-RC to implement the new Coronavirus Aid, Relief, and Econo- mic Securities (CARES) Act provisions that are applicable to the 401(a) and 457(b) plans as quickly as possible. Please see below for a description of these provisions: The CARES Act provides relief for a “qualified” participant: • who is diagnosed with COVID-19; or • whose spouse or dependent is diagnosed with COVID-19; or

Training Out of abundance of caution, the EAAhas offically extended the cancellation of onsite training at the EAA through May. If you’ve registered for an event via Eventbrite, you should receive an email cancellation. Texas Municipal League (TML) The Texas Municipal League Intergovernmental Risk Pool Online Portal provides loss prevention training oppor - tunities. Course topics range from risk management, human resources, safety and law enforcement. Click TMLIRP to login and register for available courses. New Horizons Corporate Membership
New Horizons Computer Learning Centers EAA Coroporate Membership will allow you to enroll in online instructor lead courses. Available course dates are posted on the New Horizons Computer Learning Centers Website . Once you know the course date, complete the Request to Enroll form or send the information that’s on the form to registrar@nhsanantonio.com. The New Hori - zons administration team will get you enrolled in the course right away. The courses listed to the right are free to the EAA.

Records More and more sites are no longer compatible with the Internet Explorer browser, making Google Chrome the pre- ferred browser to use for daily operations. However, some sites needed for our work, like EAGIS and SharePoint still require Internet Explorer to work. Instead of switching back and forth between the two browsers, try using an Internet Explorer Extension tab. The IE tab allows users to view pages using the Internet Explorer layout engine. To install: 1) Go to: Google Chrome Webstore 2) Click “Add to Chrome” 3) In the pop-up window, click “Add extension” IE TAB IN GOOGLE CHROME To use IE Tab: Launch Chrome and open the webpage that you want rendered as IE. Click the “e” icon (see below). The page will now be rendered in IE.
If desired, save the URL to your favorites. This tells the browser to use the IE Tab extension when launching a particular webpage. 1) Right-click on the IE Tab icon and select “Options” to see all of the options.
2) Scroll down to the Auto URLs section. Auto URLs are one of the most important features of IE Tab. You typically need IE Tab for just a subset of the web pages you visit. For example, you might want to use IE Tab for all of your Microsoft Sharepoint pages. Auto URLs enable you to specify which pages should be opened in IE Tab auto- matically so you don’t have to click on the IE Tab icon. 3) Copy and paste the url of the site you wish to automatically open in the IE Tab and click “Add”
4) For websites that are made up of multiple pages, such as SharePoint, us the * wildcard at the end of the url (see below).

Recruitment Since the pandemic outbreak and social distancing measures have taken hold of the nation, many employers are pulling back on their recruitment efforts and advertising campaigns as nearly every aspect - from interviewing to onboarding - has changed. Not the EAA! Last year, Human Resources implemented NEOGOV an applicant tracking system that requires all individuals to apply electronically and complete their onboarding process online. This applicant tracking system takes recruit- ment efforts for the EAA to the next level and allows recruiting and advertising campaigns to remain in full swing.
RECRUITMENT EVENTS
Maggie Veliz had an opportunity to participate in UTSA’s Career Action Program (CAP). CAP is held at UTSA in both the fall and spring semesters and allows employers who are hiring for multiple internships or job openings have an opportunity to serve as mentors/coachs in the program. Ma- ggie worked with UTSA students on conducting an elevator speech and discussed how to create a proper LinkedIn profile. On February 25th, the EAA hosted 25 STEM students from Wagner High School as part of the San Antonio Works Job Shadow Day. EAAwas one of more than 120 employers con - necting with San Antonio youth for the day. 12 EAA emplo - yees participated in this event cultivating an appreiation and awareness for the different career paths at the EAA. Maggie has also been teaming up with Trinity University to participate in live virtual sessions with students in an effort to engage and attact new talent.
